UIDocumentPickerViewController allows a user to manually (via an on-screen view) import and export documents from another app integrated into Files, but this doesn't take place in the background. You can add, this is not problem, but UI sync will not working. What FSNotes requires is continuous access to a directory managed by another app while it's running. FSNotes is written in Swift 5 and is open source (MIT license). I took a look at UIDocumentPickerViewController and after a brief look I don't think it will do what you want.
